Nineteen days after the June 12 export-control suspension, Fable 5 is still offline — but the Claude app may already contain the restore playbook.
Reporting from M1 (@M1Astra) on X, amplified by Andrew Curran, Chetaslua, and Jimmy Apples, describes new strings in the Claude mobile app that explicitly link Fable 5 access to two mechanisms Anthropic has been building in parallel:

If accurate, this is the clearest product-level evidence yet that July 8 ID verification is not a generic anti-abuse feature — it is the gate for Fable 5 credits in a US-first restoration scenario.

According to M1's post, the new Claude app strings show Anthropic moving Fable 5 behind the usage credit system — the same metered billing layer Anthropic announced before the ban.
Before June 12, Anthropic's plan was:

The leaked strings suggest Anthropic did not abandon the credit model — it wired verification into the credit pipeline. The implied user flow:

M1 notes the strings appeared alongside Fable 5 credit updates in the same app bundle change — not as unrelated copy.
Important caveat: App strings are implementation artifacts. They can ship before features go live, describe A/B tests, or reflect code paths not yet enabled server-side. @AnthropicAI has not posted a Fable restore announcement as of July 1. Anthropic may argue the support page language was always broad enough to cover Fable. Users reading "flagged accounts only" will reasonably feel misled if every Fable 5 customer must verify and buy credits.
Andrew Curran responded to M1's post: "It's unfortunate, but user identity verification may be one of the things that the administration is asking for in order to free Fable."

The UK exemption collapsed June 17. Austria's EU hosting letter has no response. International users still have no carve-out — verification that confirms a foreign passport reinforces the block, it does not bypass it.

Do the leaked strings mean Fable 5 is back?
No — not yet. They mean Anthropic's app team is building the restore UX: credits, verification, copy that tells users exactly when credits land.
Do they change our read on ID verification?
Yes. Verification is no longer a hypothetical path for a hypothetical restore. It is wired into Fable 5's billing surface in app code — contradicting the softer "flagged accounts" public framing.
Should you verify on July 8?
US users who want Fable 5: probably inevitable if strings ship as reported. Evaluate Persona privacy tradeoffs first.
Everyone else: verification without a global directive lift does not restore Fable.
