Naver's structural advantage is data gravity: search, news, Knowledge iN (encyclopedia), maps, and commerce generate Korean text at a scale foreign labs do not replicate. Public materials describe training corpora with thousands of times more Korean-language content than GPT-4-class baselines — the kind of claim that only holds up if you eval on Korean-native tasks, not imported English benchmarks.

Deputy Prime Minister Bae Kyung-hoon (MSIT) framed the center as a "token factory" — Korea as a country that exports token intelligence, not just consumes US APIs. That rhetoric matches the infrastructure reality: without domestic GPU pools at reasonable rates, Korean startups and universities stay permanently rent-paying tenants on foreign clouds.
