India just became a first-class market for AI advertising. As part of the ChatGPT Ads expansion that pushed the platform to a $1 billion annualized run rate, OpenAI is opening self-serve ad buying in India starting the week of August 31, 2026 — alongside Europe, the Middle East, and North Africa.

For Indian businesses, the shift from "call OpenAI's sales team" to "log into Ads Manager and launch a campaign" is the whole story. Self-serve is what turned Google and Meta advertising into something a two-person D2C brand in Pune could run on a ₹500/day budget. That same door is now open on ChatGPT.

Why India is a big deal for this rollout

India is consistently one of ChatGPT's largest markets by user count — frequently cited as the #1 or #2 country by weekly active users and app installs. A very large user base, plus newly opened self-serve access, plus a deep bench of small and mid-size advertisers who have already learned to buy ads themselves on Google and Meta, is exactly the combination that lets an ad platform scale fast.

It also matters for inventory quality. ChatGPT Go launched in India first at a low monthly price, specifically to reach price-sensitive users. That means India has an unusually large population of paying users who still see ads — the Go tier is ad-supported. In most Western markets, paying users are concentrated on ad-free Plus and Pro, so the ad audience there is almost entirely free-tier. In India, the ad-eligible audience spans free and a large slice of paid.

The DPDP Act sets the targeting rules

India's Digital Personal Data Protection Act (DPDP Act) is the constraint Indian advertisers need to understand before they build campaigns:

  • Consent-based processing. Personal data used for ad targeting generally needs the user's consent, with a clear notice of purpose.
  • Children's data. Processing the data of anyone under 18 requires verifiable parental consent, and targeted advertising directed at children is prohibited.
  • Data-principal rights. Users can withdraw consent and request erasure, which has downstream effects on retargeting and audience lists.

OpenAI's existing global policy already says it does not serve ads to users it predicts are under 18 and does not use private conversation content for targeting. In India, the DPDP Act turns those from policy choices into legal obligations, and it puts the compliance burden on OpenAI as the platform — not on individual advertisers — for the targeting layer itself. Advertisers still own compliance for their landing pages, lead forms, and any data they collect after the click.

Where ChatGPT Ads fits against Google and Meta

Google and Meta together still take the large majority of India's digital ad spend, and both offer mature measurement, well-understood auction dynamics, and years of optimization data. ChatGPT Ads has none of that yet. What it has is a different moment of intent: someone asking ChatGPT to help choose a term-insurance plan or plan a Kerala itinerary has narrated their entire decision, not typed three keywords.

Run it as a test budget — a small, ring-fenced line item you can evaluate in isolation — not a reallocation from channels that are currently working.

The organic side still matters more

Buying an ad slot next to a ChatGPT answer does not change the answer. If ChatGPT tells a user "the top options in this category are A, B, and C" and your brand is not A, B, or C, an ad slot is a patch, not a fix. Getting into that answer is a generative engine optimization (GEO) problem — structured, citable content that AI models pick up.

For Indian brands this has an extra dimension: vernacular content. What this means for what you build

  • If you run a D2C or local-services business in India: set up an Ads Manager account when self-serve reaches you, run one small campaign to learn the interface and auction, and keep it separate from your Google/Meta budgets so you can judge it cleanly.
  • If you do marketing for clients: start tracking ChatGPT referral traffic in analytics now, and build a vernacular-content plan — that is where the durable advantage is.
  • If you're building an AI product for the Indian market: the DPDP Act's consent and children's-data rules are the same ones you will face; OpenAI's implementation is a reference for what "compliant by default" looks like.
